The Dark Council is the governing body over the Dark Brotherhood it holds the final say on the Brotherhood's decisions and is made up of the Grand Master, Deputy Grand Master, Master-At-Arms, Headmaster, Herald, and Seneschal. All of these members are either the Grand Master, or his most trusted advisers.
