The rank of Grand Admiral is soley reserved for past and present Fleet Commanders. Ronin was promoted to this rank in NL14. There have only ever been Four Grand Admirals in the Emperor's Hammer - Ronin, Astatine, Cyric and the current Fleet Commander Rapier.
