Grand Admiral (GA) is the highest rank in the Emperor's Hammer, usually reserved solely for the Fleet Commander.
Ronin was promoted to this rank in NL14.
There have only ever been Four Grand Admirals in the Emperor's Hammer - Ronin, Astatine, Cyric and the current Fleet Commander Rapier.
