Introduction:

We the undersigned member of the Brotherhood of Dark Jedi and the Emperor’s Hammer Strike Fleet do hereby file an official petition for the redress of grievances against the Command Staff of the Emperor’s Hammer Strike Fleet.

It is the firm belief of the undersigned plaintiffs; that the Emperors Hammer has degraded into an unacceptable state of disarray from the actions and subsequent consequences of the choices of a few named individuals. We call upon the Fleet Commander and the Executive Officer to hear our petition, and to take action.

The Executive Officer and the Fleet Commander of the Emperor’s Hammer have created a leadership culture of fear, intimidation, harassment and alienation. The system of Justice and Equality has been replaced with favoritism. The Membership despises the Executive Officer, and the attitudes he engenders. The Fleet Commander has ignored the other petitions of members, Command Officers, and even his close friends, destroying the spirit of this organization. Therefore, the Undersigned offer the following general grievances, and possible resolutions to this unacceptable situation.

General Grievances:

I: The Executive Officer of the Emperors Hammer has established a leadership culture of fear and intimidation, rather than a more productive, enjoyable environment

A: The Sector Admiral Astatine has in at least twelve documented instances, threatened the Grand Master with termination, for failure to acknowledge contradictive orders.

1: Sector Admiral Astatine recommended a series of changes called Project Thallium while Deputy Grand Master. These changes were ordered into implementation.

2: Sector Admiral Astatine has threatened the Grand Master with termination if he continues to implement the project.

B: Sector Admiral Astatine has repeatedly removed message board posts that he finds contrary about him. He has repeatedly made threats to members for their opinions. He has repeatedly intimidated and threatened members for minor offences.

1: Astatine recently banned Fleet Admiral Chi-Long for no apparent reason from the main Emperor’s Hammer IRC channel.

2: On at least two occasions, Sector Admiral Astatine removed message boards posts by Anga, because they were critical of his leadership style, and voiced valid concerns of the state of the Emperors Hammer.

3: Astatine recently banned Sharad Hett from the Dark Brotherhood IRC channel for an inappropriate reason. Astatine went beyond the High Court of Inquisitors to tell Sharad he was expelled without a trial.

C: Sector Admiral Astatine issued an "April Fools Joke" resignation, specifically implying threats and public humiliation of Command Officers, and Members of the Emperor’s Hammer.

D: Sector Admiral Astatine has driven numerous officers from their positions and from the Emperor’s Hammer entirely, with his harassment.

E: Sector Admiral Astatine has threatened by way of the Message Board to remove the entire Dark Council and assume control of the Dark Brotherhood. This threat was baseless and was deleted immediately after that fact was pointed out. Sector Admiral Astatine refused to offer any insight into why the post was made.

F: Sector Admiral Astatine has used the Emperor's Hammer Bylaws, Section VII to micro-manage even the smallest decisions within the Dark Brotherhood.

1: Sector Admiral Astatine withheld the appointments of a Dark Council members to a appointed positions on the basis that they did not have his approval.

2: Sector Admiral Astatine has threatened to send Headmaster Pyralis to the High Court of Inquisitors for simply changing the name of the Shadow Academy Course Teachers without his permission.

II: The Executive Officer of the Emperor's Hammer has used subterfuge to undermine the hierarchy of the Brotherhood of Dark Jedi and other Subgroups of the Emperor’s Hammer

A: Sector Admiral Astatine used his access to the Database of the Brotherhood to code functions allowing him to monitor all aspects of the Brotherhood’s administrative database.

B: Sector Admiral Astatine has used his authority as Executive Officer to appoint officers to the Dark Council against the wishes of the Grand Master, and to have others terminated, against the wishes of the Grand Master.

C: Sector Admiral Astatine has gone behind the back of the Dark Council to inquire into events in a misleading manner. Some of those events were not under Dark Council control.

III: The Executive Officer of the Emperor's Hammer has undermined the judicial process of the Emperor's Hammer, rendering any form of equal treatment or redress of grievances impossible.

A: Sector Admiral Astatine used his authority as Executive Officer to end judicial proceedings against Dark Adept Shadonyx, despite sedition, mutiny, and treason against the Grand Master of the Brotherhood.

B: Sector Admiral Astatine used his authority as Executive Officer to impose penalties on former Deputy Grand Master Mairin Astoris, despite her apparent innocence in the charges levied against her, and despite no evidence establishing a reasonable assertion of guilt on her behalf.

C: Sector Admiral Astatine has inhibited the free-expression of ideas through the elimination of message board posts, and with threats for any kind of communication he construes as negative about him.

D: Sector Admiral Astatine has misused his authority to push proceedings through the High Court of Inquisitors, despite the objections of the former Security Officer.

E: Sector Admiral Astatine has threatened to have members brought up on charges for expressing criticism of him.

F: Sector Admiral Astatine has abused his authority as Executive Officer, publicly humiliating former Headmaster Mejas Doto on the Brotherhood IRC forum. When consequences were imposed, he was allowed to ignore them.

1: At least two members have been expelled recently for violation of penalties and probations by the High Court. Astatine did not see a single penalty for his blatant disregard for the consequences of his actions.

IV: The Fleet Commander has regarded all attempts for a member to file redress with open hostility and threats.

A: For all visible intents, Grand Admiral Ronin has inured himself to the abuses promulgated by his Executive Officer, and has by his support for the Executive Officer, given his tacit complicity with the abuses wrought by the Executive Officer.

B: In at least three circumstances known to the Undersigned, there have been open threats of removal from the Emperor’s Hammer for continued negative criticism about the Executive Officer. The Fleet Commander has even issued public reprimands of Officers who have criticized the Executive Officer.

V: The Fleet Commander has undermined the spirit of the organization that he established, by allowing such abuses to continue.

A: There currently exists a state of unrest amongst the general membership of the Emperors Hammer. This is evidenced by the continual degradation of the Members by Sector Admiral Astatine, the increase in the number of convictions in the High Court of Inquisitors, the number of Command Officers who have resigned in protest, or been terminated under suspicious circumstances in the last three months. Innumerable message board posts, IRC conversations, and instant messenger communications reveal to the Undersigned, that the Emperor’s Hammer is falling apart.

Explaination of Resolutions

The proceeding situations are intolerable to any member of this club who wishes to enjoy a fair opportunity for advancement, and pleasure from this organization. We, the Undersigned, now add our resolution to this crisis, and the immediate steps that will be taken to rectify this situation.

Be it resolved that the Brotherhood of Dark Jedi shall be forthwith recognized by the Emperor’s Hammer Command Staff as a wholly independent and allied Sister Organization of the Emperor’s Hammer Strike Fleet.

I: Immediate termination as Sector Admiral Astatine as Executive Officer of the Emperor’s Hammer. As well as the issue of a permanent ban upon all future Command positions imposed upon Astatine.

II: Immediate reinstatement of the Brotherhood of Dark Jedi as a Sister Organization with autonomous command structures, independent of the Emperor’s Hammer Strike Fleet.

A: The Chamber of Justice shall be reestablished as the primary judicial process of the Brotherhood.

III: The Dark Council shall immediately negate all authority of the Emperor’s Hammer Command Staff over the Brotherhood of Dark Jedi

A: After the separation of all authoritative ties with the Emperor’s Hammer, all current members would be entitled all their current recognition. It would be the decision of the Emperor’s Hammer Command Staff to the future of the relationship, for the Brotherhood will act it its best interests.

Conclusion

It is not the intention of the Brotherhood to separate from the Emperor’s Hammer, but to server ties with the authorities that have allowed the reputation to slide into decay. The Membership will not be punished by the Dark Council of the Brotherhood, for actions of the few. Many current and former Leaders of the Brotherhood have united to defy the tyranny of the Executive Officer, and to see that the Brotherhood recovers from his abuses, even in the face of old differences, we have united. The Brotherhood will continue to function as it always has, concentrating on its internal needs, free from the abuses of the Executive Officer. The Leadership of the Brotherhood will answer to none but the Members.

The Undersigned offer the utmost confidence in the ability of the Emperor’s Hammer Command Staff to hear a redress of grievances levied in good faith. If the grievances, and the resolutions deemed satisfactory are not met in good faith, the Undersigned are prepared to take actions to implement appropriate actions.

Membership in the Emperor’s Hammer is a rewarding and enjoyable experience. That this petition need ever be filed is a blemish that requires careful attention to be fully resolved. The stains that the few individuals have left on this organization’s honor and stability are permanent, but it is the firm belief of the undersigned that honor may be repaired, and the reputation of the Emperor’s Hammer salvaged from this most horrid pyre. If the Emperor’s Hammer Strike Fleet is to fail, however, then the Brotherhood of Dark Jedi will take immediate steps to ensure its continued survival. This document shall serve as the prelude to those actions.
