In the late 2000s, the TIE Corps roster had gotten down to just one ISDII with its squadrons. No COM or WC, just CMDRS, the COO, the SOO, and the TCCOM.

We split into two ISDIIs with three squadrons each and then expanded to four squadrons on each ship. COM was re-introduced to serve as the go-between for the TCCS and the CMDRs.

Later, we re-opened a third ISDII. We also reintroduced the Infiltrator Wing (IW) as a part of that third ISDII.

We'd talked about opening a fourth capital ship and making it a captured Rebel starship so it could be home to the IW, but we stopped at three when we realized that balancing three "teams" for competitions was going to be tough enough let alone four.

After Imperial Storm V, we decided to take the ships that had been added to each team and turn them into battlegroups led by BGCOMs, which the COMs were promoted to. Each of the three battlegroups has two capital ships, with BG3's second capital ship being an MC90 Mon Calamari Starcruiser which has been the home of the IW squadrons ever since. The other two battlegroups have the option of assigning squadrons to their second capital ship if they'd like, which has been done once though that squadron didn't stick around long.

The plan for now is to continue growing the three battlegroups and because there's so much space left, we haven't had to think too much about what happens if the current six ships become full. Adding another capital ship to each battlegroup would be an attractive option and be consistent with the previous reasoning.

Creating a fourth battlegroup could be done, but we've learned that we don't generally have enough volunteers to balance the roster after a change like that and so the new team works at a disadvantage for a long time until balance is achieved and in the meantime the other battlegroups don't refreshed with new pilots the way units need in order to maintain their momentum.
