The Tarkin Cluster is named after the greatest Grand Moff of the Empire, and is awarded to an officer who has shown a great deal of initiative and motivation during their time in the Directorate. Through their contributions these officers have greatly changed the face of the Directorate and Emperor's Hammer for the better. These officers have made the Directorate a better place by having them be a part of it. Few officers of the Directorate will ever receive this medal. This award is given solely by the Grand Moff.
