Overview
The Imperial Cross is the second highest Merit Award in the Emperor's Hammer.
Citation
The Training Manual states that, "The Imperial Cross is awarded to members who have shown exceptional loyalty and dedication to the Fleet. These Officers will have shown consistent, exceptional and innovative service in their assigned function."

Award Authority
This Medal can be awarded by the Fleet Commander or the Executive Officer.

The list of recipients is not exhaustive as the TC Medal Board only contains a portion of all winners.
The Hammer's Fist subgroup places their group-specific medals in a higher precedence than the Imperial Cross or any lower Merit Award for the purpose of ID lines and medal display.
